Northern Ontario Family & Child Support Policy

Overview

The Northern Ontario Party is committed to strengthening families, supporting population growth, and ensuring long-term prosperity across Northern Ontario. This policy is designed to reduce the financial burden of raising children, encourage young families to settle in the North, and recognize the unique realities of rural and remote communities.

Through targeted tax relief, housing support, childcare expansion, and family-centered benefits, this policy puts families first while building a stronger Northern Ontario for future generations.

1. Tax Exemptions & Family Benefits

Family Tax Credit (Monthly)

Families will receive a monthly provincial tax credit per child to offset income tax obligations:

  • 1 child: $200 CAD per month

  • 2 children: $400 CAD per child per month

  • 3 or more children: $600 CAD per child per month

Lifetime Tax Exemption for Parents

  • Parents with three or more children will be exempt from provincial income tax for life

  • Beginning 2027, this exemption extends to parents with two children

  • Parents under age 30 with one child qualify for a 50% provincial tax reduction until the child turns 18

Tax-Free Family Benefits (Effective 2026)

The following benefits will be exempt from provincial and federal income tax:

  • Maternity allowances

  • Paternity allowances

  • Childcare benefits

  • Adoption allowances

Northern Retention Bonus

Families residing in Northern Ontario for five or more years will receive:

  • $1,000 CAD annually per child as an additional tax credit
    This incentive encourages long-term settlement and community stability.

2. Family Loan & Financial Assistance Programs

Northern Family Start Loan

  • $40,000 CAD interest-free loan

  • Available to married or common-law couples under age 45

  • Funds may be used for:

    • Housing

    • Childcare

    • Education

    • Family-related expenses

Loan Terms:

  • Repayment paused for three years after the birth of one child

  • Loan forgiven after three children

  • Couples with medical infertility are fully exempt from repayment

Newlywed Support Program

  • Married or common-law couples receive a $50 CAD monthly provincial tax discount

  • Available for 24 months to support early family planning

Adoption Incentive

  • Couples adopting through Ontario’s child welfare system receive:

    • One-time $10,000 CAD grant

  • Intended to offset adoption-related costs

3. Housing & Home Support in Northern Ontario

Northern Home Grant Program

Families committing to live in Northern Ontario for seven or more years may access housing assistance:

  • 1 child: $20,000 CAD housing grant

  • 2 children: $40,000 CAD grant + 1% interest loan up to $100,000 CAD

  • 3 or more children: $60,000 CAD grant + 1% interest loan up to $150,000 CAD

Eligibility Requirements:

  • No criminal record

  • OHIP registration:

    • 1 year for 1–2 children

    • 3 years for 3+ children

  • Priority given to lower-income households

  • Sliding income scale up to $100,000 CAD annually

Home Renovation Support

  • Families renovating homes in Northern Ontario receive:

    • Up to $15,000 CAD in tax rebates

  • Focused on energy-efficient upgrades

4. Transportation & Vehicle Support

Family Mobility Grant

  • Families with three or more children qualify for:

    • $7,500 CAD subsidy

  • Applicable to hybrid or electric seven-seat vehicles

Rural Access Bonus

  • Families in remote areas outside major centres receive:

    • Additional $2,500 CAD vehicle purchase incentive

  • Addresses transportation challenges in rural Northern Ontario

5. Maternity, Paternity & Childcare Support

One-Time Family Benefit

  • $2,000 CAD per child at birth or adoption

  • $3,000 CAD for twins or multiple births

Enhanced Parental Leave

  • Parents receive 75% of salary, capped at 150% of Ontario minimum wage

  • Coverage applies to children up to age 3

  • Funded through federal EI and provincial top-ups

Flexible Work Option (2026)

  • Parents may return to work when their child reaches 4 months

  • Retain 75% of parental leave benefits

  • Supports workforce participation in Northern Ontario

Grandparent Care Credit

  • Grandparents providing primary childcare for children under 5 receive:

    • $500 CAD per month stipend

  • Recognizes multigenerational family structures

6. Childcare & Education Access

Northern Childcare Expansion Plan

  • Increase licensed daycare spaces from 10,000 to 15,000 by 2030

  • Families earning under $80,000 CAD annually receive:

    • 80% childcare cost coverage

Free Public Transportation

  • Free transit for:

    • Children under 16

    • Students up to age 21

  • Includes services such as Ontario Northland

Education Support

  • Free public education from Junior Kindergarten to Grade 12

  • $5,000 CAD annual bursaries for Northern Ontario students attending:

    • Laurentian University

    • Lakehead University

    • Other local colleges and universities

Rural Education Support

  • Mobile tutoring and online learning programs

  • Annual investment of $2 million CAD

  • Focus on reducing early school leaving in remote communities

7. Additional Family Supports

Family Vacation Leave

Additional paid vacation days for parents:

  • 1 child: 2 extra days

  • 2 children: 5 extra days

  • 3 or more children: 8 extra days

Fertility & Reproductive Health Support

  • Free IVF and fertility treatments through OHIP

  • Available to all residents under 45

  • Inclusive of:

    • Single parents

    • Same-sex couples

  • Annual allocation: $10 million CAD

Community Family Hubs

  • Establish 10 new family resource centers by 2028

  • Services include:

    • Parenting education

    • Job training

    • Healthcare support
